Mesa Launches Redevelopment Toolkit to Help Unlock Underutilized Properties

The City of Mesa is launching a new Redevelopment Toolkit aimed at helping owners, investors, brokers, and developers unlock value in older commercial and industrial properties. Across Mesa, many well-located sites have strong fundamentals—access to customers, existing infrastructure, established employment areas, and proximity to growing neighborhoods—but may face redevelopment barriers that make reinvestment difficult to pencil.

The toolkit is designed to help close targeted gaps that can delay projects, increase upfront risk, or prevent otherwise viable properties from returning to productive use. Whether the opportunity is adaptive reuse, industrial modernization, commercial repositioning, infill development, or tenant expansion, Mesa’s programs may be part of a projects capital stack.

The toolkit will include five programs for commercial and industrial buildings:

Demolition Assistance Helps offset costs associated with removing obsolete, unsafe, or functionally outdated structures to prepare a site for its next use.

Reuse Ready Funds life-safety and ADA accessibility upgrades in older commercial spaces, reducing public health risks and lowering barriers to tenant occupancy.

Code Compliance Revitalization Grant Addresses building and site issues that can stand in the way of occupancy, financing, tenant improvements, or redevelopment.

Strategic Analysis A great option for sellers who need a feasibility study to position their site for transformative, city plan-aligned private investment.

Public Infrastructure Assistance Offsets the cost of public utility and infrastructure upgrades for infill, adaptive reuse, and redevelopment projects.

Programs will be introduced in phases, with individual tools becoming available beginning in August and continuing through early 2027. Details on eligibility, program requirements, application materials, and launch dates will be posted as each program becomes available at www.SelectMesa.com.
